In his final days as U.S. president, Joe Biden, plans to issue an executive order permanently banning oil and gas drilling in some U.S. coastal waters in a bid to stymie incoming President Donald Trump's plans to push for more energy production, Bloomberg reports.


According to sources close to the matter cited by the media, the executive order would be based on the Outer Continental Shelf Lands Act of 1953, which gives US presidents broad discretion to permanently protect oil and gas lease waters.


The president is expected to extend the ban to parts of the Pacific Ocean near California and the eastern Gulf of Mexico, near the state of Florida, which are considered critical waters for coastal resilience. Furthermore, the declaration will not affect drilling or other extraction activities on existing leases.


According to the media, after its issuance, the ban will not be revocable by another president. It is noted that although presidents have modified decisions of their predecessors, courts have never validated a complete reversal. In this sense, although Trump is expected to order the revocation of Biden's protections, it is not clear that he will succeed. During his first term, the Republican already tried to repeal former President Barack Obama's order to protect more than 50 million hectares in the Arctic and Atlantic oceans, but the measure was rejected by a federal court.


It is worth remembering that Trump has promised that he will significantly increase oil and gas production once he assumes the Presidency, in order to make the North American country independent in energy matters. "I'm going to focus on drilling," Trump said last month during an interview, referring to the possibility of tapping more oil supplies.
